The enterprise named at that present: Jining Plastic Product Factory, and the brand: "Penguin" and "Double Butterfly".In 1980, in order to promoting the development of plastic products industry, Shandong Provincial Government approved that establish Plastics Institute of Shandong province in Jining city, hosted by Jining Plastic Products Factory, and both directly managed by the Shandong Province Second Office of Light Industry.
